The sanctions prohibit Teodoro and his immediate family from entering mainland China, Hong Kong, and Macau, while Chinese entities are barred from engaging in dealings with them. Official Chinese statements indicated that the sanctions aim to protect China’s national sovereignty and interests, but did not specify the exact reasons or comments that prompted this action. The Philippine Department of Foreign Affairs characterized the sanctions as an unfriendly gesture that complicates bilateral ties. Teodoro declared that his family was targeted due to alleged erroneous remarks concerning the West Philippine Sea and purported illegal Chinese operations. Teodoro clarified that the crackdown is not aimed at targeting Chinese nationals broadly but addresses unlawful acts detrimental to the country’s welfare. He expressed regret that defense relations with China could not improve due to China’s claims over areas within the disputed nine-dash line, calling such acceptance tantamount to betrayal. As defense chief, he reaffirmed his dedication to enhancing the Armed Forces of the Philippines and strengthening alliances with international partners, in line with upholding international law, specifically the United Nations Convention on the Law of the Sea.
