The Philippine Postal Corporation (PHLPost) has officially congratulated the newly appointed Secretary of the Department of Budget and Management (DBM), Kim Robert de Leon, who is notably a Guinness World Record holder for amassing the largest collection of postage stamps featuring Popes. This remarkable feat, achieved in 2024, highlights Secretary de Leon’s dedication and meticulous attention to detail, as well as his passion for philately.
PHLPost revealed that de Leon’s interest in stamp collecting intensified during the COVID-19 pandemic, tracing back to a Pope Francis First Day Cover issued by PHLPost in 2015 after the historic papal visit to the Philippines.
Maximo C. Sta. Maria III, Postmaster General and CEO of PHLPost, emphasized that Secretary de Leon’s accomplishment serves as an inspiration to Filipino youth to engage in stamp collecting, describing the hobby as a gateway to understanding history, culture, faith, and national identity. PHLPost hopes that this recognition encourages more young people to explore and appreciate the stories behind stamps, which reflect both Philippine heritage and global narratives.
As DBM Secretary, de Leon leads the department responsible for managing the government’s budget and fiscal policies, embarking on his role with a distinct background that blends public administration and a passion for cultural heritage through his philatelic pursuits.
