His shift played a pivotal role in altering the balance of power, which led to Senator Sherwin Gatchalian’s election as the new Senate president. This development ended a two-week leadership dispute with former Senate President Alan Peter Cayetano, who acknowledged the changed political dynamics following Villanueva’s move. During the special session that formalized the leadership change, a quorum was declared with 13 senators present, including former Cayetano bloc members Francis Escudero and Joel Villanueva. All attending senators reportedly voted unanimously to elect Gatchalian, signaling a unified Senate front moving forward.
