Philippines to Collaborate with the US on Forced Labor Probe Findings

The Philippine government is reviewing a US report highlighting concerns about enforcement of forced labor import prohibitions and plans to coordinate with US officials to affirm compliance with labor laws.

Malacañang announced on Monday that the Philippine government is currently reviewing a United States report that raised issues regarding the enforcement of laws prohibiting forced labor in imported products. Palace Press Officer Claire Castro said in a press briefing that authorities will work closely with US officials through proper channels to demonstrate the country’s adherence to labor legislation and its firm condemnation of all forms of forced labor.

The Office of the President acknowledged the proposal by the United States Trade Representatives (USTR) to impose an additional 12.5% tariff on certain Philippine goods under Section 301, which addresses the investigation into forced labor enforcement. Castro emphasized the government’s serious approach to the matter and reiterated the nation’s longstanding stance against forced labor, pointing to existing laws and active enforcement mechanisms.

She cited a recent incident involving a bar where forced labor and human trafficking were identified and condemned. The Philippine government expressed confidence that it can contest the findings regarding alleged deficiencies in safeguards against forced labor-related imports.

Regarding possible diplomatic measures, Castro noted that President Ferdinand “Bongbong” Marcos Jr. may dispatch a team to the US for discussions with the USTR. This step is presently under review to determine how the Philippines can substantiate that it complies with all laws relating to forced labor issues.

The development is crucial given the impact such tariffs could have on Philippine exports and the broader implications for labor rights enforcement in the country.
