Philippines’ LTFRB Extends Application Period for ‘Tempo’ TNVS Regularization by 30 Days

The Land Transportation Franchising and Regulatory Board has prolonged the deadline for ride-hailing drivers operating without full licenses to apply for regularization, ensuring inclusion and compliance within the country's transport sector.

The Philippine Land Transportation Franchising and Regulatory Board (LTFRB) has announced a 30-day extension for the regularization application period of Transport Network Vehicle Services (TNVS) providers operating under ‘tempo’ status—drivers who have been onboarded without securing official LTFRB permits. The original 30-working-day window, which commenced on October 8, 2026, will now allow additional time for drivers to comply and submit their applications.

Acting Chairman Greg Pua Jr. emphasized this regularization initiative aims to support thousands of TNVS drivers who had relied in good faith on their onboarding by Transport Network Companies (TNCs), often incurring significant expenses without proper authorization. The extension follows a directive from Transportation Secretary Vince Dizon to ensure that no drivers are left behind amid the regulatory process.

Under LTFRB rules, operating as a ‘tempo’ TNVS is considered unauthorized since these units have not obtained the necessary permit to legally offer transport services. Current data shows 13,216 applications submitted, with 5,091 granted provisional authority.

The LTFRB urges applicants to upload all required documents promptly to avoid processing delays and warns that incomplete submissions may result in cancellations. Assistance is available through the agency’s online platform for those facing difficulties.

This extension underscores the government’s commitment to regularize ride-hailing drivers to maintain order in public transportation while safeguarding drivers’ interests and commuters’ safety.
