The Philippine government announces a cabinet reshuffle swapping the heads of Department of Transportation and Department of Public Works and Highways to accelerate reforms and infrastructure projects.

Malacañang has announced a cabinet reshuffle involving the Department of Transportation (DOTr) and Department of Public Works and Highways (DPWH). Vince Dizon will return as Secretary of the DOTr, while Giovanni Lopez will transfer to lead the DPWH. Presidential Communications Office Secretary Lino Cayetano revealed this move in a press briefing, citing President Ferdinand “Bongbong” Marcos Jr.’s desire to “put the right people where they can deliver the most.”

According to Cayetano, the President wants to “shift gears to accelerate reform.” Secretary Dizon is expected to tackle daily transportation challenges such as easing commuter traffic, shortening queues, and eliminating fixers at the Land Transportation Office (LTO). He is also tasked with ensuring the completion of key public transportation projects.

Lopez, who is a CPA, lawyer, and systems builder, will focus on speeding up the delivery of the government’s infrastructure projects, including roads, bridges, and other essential facilities, to benefit communities nationwide. The President believes Lopez is well-suited to sustain reforms at DPWH, while Dizon is known as a disruptor and reformer, having previously worked to increase transparency and accountability at DPWH.

Cayetano assured that the transition would be seamless as both officials are already coordinating closely amid the ongoing deliberations of the national budget for 2027. This reshuffle aims to enhance government service delivery and infrastructure development for the Filipino people.
