A Filipina woman has lodged a formal complaint accusing a Russian Embassy staff member in the Philippines of acts of lasciviousness, alleging unwanted physical contact and inappropriate behavior inside a condominium elevator.
A Filipina woman has filed an official complaint against a Russian citizen employed at the Embassy of the Russian Federation in the Philippines, accusing him of acts of lasciviousness. According to the complaint submitted to the Taguig City Prosecutor’s Office, the incident occurred on June 5 inside a condominium elevator where the respondent allegedly touched the complainant’s back and buttocks for approximately three seconds without her consent. The complainant described the act as unsolicited and offensive, causing shock and fear. Subsequently, while inside the elevator together, the complainant stated the respondent, who appeared intoxicated with a strong odor of alcohol, invaded her personal space, attempted to grab her hand, and tried to kiss her. She expressed that she did not consent to any physical contact and tried to avoid his advances by turning away and signaling for him to move back. The respondent eventually exited the elevator. Attempts to settle the matter out of court, including an apology, removal of the staff member from the condominium premises, and monetary compensation, were declined by the complainant. The woman reported the incident to the Violence Against Women and Children Desk of Barangay Fort Bonifacio in Taguig City. Efforts to obtain comments from the Russian Embassy are ongoing. This case highlights concerns regarding the safety and rights of overseas workers and foreign nationals dealing with embassy personnel abroad.
