Transport Group Files Graft Complaint Against LTFRB Chair Mendoza Over Computer Fees; Chair Highlights Reform Efforts

The Federated Land Transport Organizations of the Philippines (FELTOP) has formally lodged a graft complaint before the Ombudsman against Land Transportation, Franchising and Regulatory Board (LTFRB) Chairperson Vigor Mendoza II and Anthony Quiambao of Stradcom Corporation. The complaint concerns the alleged unlawful collection of 169 million Philippine pesos in computer fees from public utility vehicle (PUV) owners between January 28, 2025, and February 28, 2026. FELTOP alleges that under Mendoza’s leadership as the then Land Transportation Office (LTO) chief, Stradcom was permitted to charge a computer fee of 169 pesos per transaction, affecting approximately one million PUVs registered under the Stradcom IT system. FELTOP spokesperson Jun Braga emphasized the group’s pursuit of accountability, transparency, and protection for small transport operators facing additional operational costs. The organization requests that the Ombudsman impose a 90-day preventive suspension on Mendoza in his current LTFRB capacity and order a refund of all collected computer fees paid by PUV operators since January 28, 2025. In response, Mendoza stated that his policies were rooted in reforms aiming for faster and more efficient services during his tenure at LTO. He described the complaint as motivated by vendetta rather than grounded in facts, welcoming the Ombudsman’s ability to clarify the issue. According to Mendoza, the reforms negatively impacted some interests, leading to ongoing resistance, which he believes is behind the accusations. The complaint remains under review by the Ombudsman.
