Chinese Embassy Responds Firmly to Persona Non Grata Resolution Against Its Ambassador in the Philippines

In reaction to a Senate resolution urging the declaration of Chinese Ambassador Jing Quan as persona non grata, the Chinese Embassy in Manila has issued a strong statement warning of reciprocal actions if its diplomats are declared unwelcome.

The Chinese Embassy in Manila has responded to a resolution filed by Philippine Senator Risa Hontiveros that seeks to declare Chinese Ambassador Jing Quan persona non grata. The embassy stated on its official Facebook page, “Since you don’t welcome us, we don’t welcome you, either. Fair enough,” attaching a copy of the Senate resolution. This development follows increasing calls to declare the ambassador unwelcome after remarks by Ambassador Jing suggesting that Beijing could easily use force against the Philippines, which stirred diplomatic controversy.

Senate Resolution No. 746, authored by Senator Hontiveros, urges President Ferdinand Marcos Jr. to officially declare Ambassador Jing persona non grata or request his recall by the Chinese government. However, Malacañang Palace has expressed reluctance to take such measures, indicating a preference for resolving international disputes through diplomatic means. Presidential Press Officer Claire Castro noted the President’s current disinclination to declare the ambassador persona non grata.

The Department of Foreign Affairs (DFA) has acknowledged the Philippines’ right to pursue further diplomatic actions should circumstances warrant it. Senator Hontiveros emphasized that while the Senate respects the President’s authority in foreign affairs, it wishes to formally express disapproval of the ambassador’s conduct, hoping to inform the exercise of constitutional powers.

This diplomatic tension underscores ongoing challenges in Philippines-China relations, particularly involving diplomatic protocol and regional security concerns. The resolution and responses highlight the balancing act faced by the Philippines in managing its foreign relations amid sensitive geopolitical dynamics in Southeast Asia.
