The Department of Budget and Management has detailed the implementation rules for the Fiscal Year 2024 Performance-Based Bonus to be distributed to qualifying government agencies and personnel within the year.
Philippine President Ferdinand Marcos Jr. has officially approved the release of the Fiscal Year (FY) 2024 Performance-Based Bonus (PBB) for government agencies and employees eligible under new guidelines. The Department of Budget and Management (DBM) issued Resolution No. 2026-1 and Memorandum Circular No. 2026-1 in early July, outlining streamlined implementation rules developed by the Technical Working Group under Executive Order No. 61. According to Presidential Communications Undersecretary Claire Castro, the bonuses will be processed and granted to covered government workers within the year 2026. Funding for the bonuses is already allocated under the Fiscal Year 2026 General Appropriations Act. The PBB serves as an incentive on top of existing benefits such as the Productivity Enhancement Incentive, midyear and yearend bonuses, and the annual cash gift. Eligible personnel include those funded under the Personnel Services allocation in the Executive Branch—which comprises national government agencies, state universities and colleges, government-owned or -controlled corporations, and local water districts—as well as employees in Local Government Units and independent branches like Congress, the Judiciary, Constitutional Commissions, the Commission on Human Rights, and the Office of the Ombudsman. Specific guidelines for implementation at the local government, GOCC, and water district levels will be customized and issued by relevant authorities in coordination with the Technical Working Group. The DBM has specified agency eligibility based on a 100-point scoring system across four accountability dimensions: performance results, process improvements, financial results, and citizen/client satisfaction. Agencies must achieve at least 70 points to qualify for the bonus. An accountability clause also stipulates that units or individuals scoring below 4 out of 5 in any criterion will be excluded from receiving the bonus. This measure aims to reinforce responsibility and improve government service delivery.
