Senator Erwin Tulfo Apologizes to Senate Staff for Insubordination Threats

Senator Erwin Tulfo formally apologized to Senate employees after threatening disciplinary actions for alleged insubordination amid a leadership dispute within the Philippine Senate.

Senator Erwin Tulfo issued an official apology on Monday to the employees of the Philippine Senate following his earlier threats to investigate and possibly file charges against staff members for insubordination if they refused to follow the leadership of Senator Sherwin Gatchalian. Tulfo explained that his remarks were made in the heat of intense emotion and frustration over delayed legislative proceedings, but acknowledged that this does not justify his behavior. “It was highly inappropriate, and it is not how a public official should conduct themselves. I am sorry,” he said in a statement.

The apology came after the Senate employees’ union, Sandigan ng mga Empleyadong Nagkakaisa sa Adhikain ng Demokratikong Organisasyon (S.E.N.A.D.O.), expressed concerns about unclear directives amid a change of leadership and political disputes affecting staff. The union stated that employees found themselves in a difficult position deciding which instructions to follow and should not be caught in political conflicts beyond their control.

Senator Tulfo’s office conveyed that the union had accepted the apology, affirming its sincerity. S.E.N.A.D.O. president Rosel Eugenio said, “An honorable person recognizes their own weaknesses and mistakes. By taking responsibility, he proved his integrity as a leader.” Plans for a meeting between the union and Tulfo are underway to foster better collaboration moving forward.

This situation arises amid ongoing Senate leadership tensions, particularly regarding Tulfo’s election as chair of the Senate Blue Ribbon Committee by the 12-member plenary, which has heightened political competition and uncertainty within the institution.
