Giovanni Lopez Named New Secretary of Public Works and Highways in Philippines

Atty. Giovanni "Banoy" Lopez, a lawyer and CPA, has been appointed to lead the Department of Public Works and Highways (DPWH), succeeding Vince Dizon as part of President Ferdinand Marcos Jr.'s government reshuffle.

The Philippine government has officially appointed Atty. Giovanni “Banoy” Lopez as the new Secretary of the Department of Public Works and Highways (DPWH). This appointment was announced by Malacañang Palace on October 26, 2026, marking a significant cabinet reshuffle that saw Lopez swap roles with outgoing DPWH Secretary Vince Dizon, who will return as Secretary of the Department of Transportation (DOTr).

Lopez brings a blend of legal and financial expertise to his new post, being both a lawyer and a certified public accountant. His appointment aims to “accelerate reforms and improve public service” within the DPWH, according to official statements. Lopez’s mandate includes strengthening institutional safeguards and embedding reforms into the department’s standard operating procedures to ensure sustained service to Filipinos.

A key focus for Lopez as DPWH chief will be the accelerated implementation of infrastructure projects such as roads and bridges, which are critical to the country’s development.

Prior to this role, Lopez served as acting secretary of the DOTr starting August 2025, taking the helm during a period of Cabinet adjustments prompted by a flood control controversy. His tenure at the DOTr included roles as senior undersecretary for administration, finance, and procurement. He also held leadership positions with the Land Transportation Office in 2022 and the Toll Regulatory Board in 2021, showcasing his extensive experience in transportation and infrastructure governance.

This leadership transition reflects President Ferdinand Marcos Jr.’s ongoing efforts to optimize government operations and enhance public infrastructure development in the Philippines.
