LTFRB Establishes Regularization Policy for Transport Network Vehicle Services in Metro Manila

The Land Transportation Franchising and Regulatory Board (LTFRB) issues guidelines to regularize unauthorized Transport Network Vehicle Service (TNVS) units operating under the "tempo" system in Metro Manila, allowing affected drivers an opportunity to comply with regulatory requirements.

The Land Transportation Franchising and Regulatory Board (LTFRB) has introduced a new policy aimed at regularizing Transport Network Vehicle Service (TNVS) units operating in Metro Manila under the so-called “tempo” system. This practice refers to Transport Network Companies (TNCs) onboarding vehicles on their digital platforms without having secured the necessary authority from the LTFRB.

LTFRB Acting Chairperson Greg Pua Jr. emphasized the importance of ensuring that no driver or operator is left behind due to regulatory lapses caused by others, highlighting that denying them a chance to regularize could create hardship and disrupt transport services.

In line with this, the LTFRB opened a 30-day window for the regularization application process via its digital platform, allowing either TNVS operators themselves or accredited TNCs to file applications on behalf of eligible drivers. Only unauthorized vehicles that appear on validated masterlists submitted by TNCs are eligible to apply.

Vehicles must pass a roadworthiness test conducted at LTFRB-accredited Private Motor Vehicle Inspection Centers (PMVICs), which electronically forward results to the LTFRB system. Importantly, vehicles exceeding the seven-year age limit are ineligible, though operators can choose to replace older vehicles with qualified substitutes before being granted provisional authority.

Additionally, insurance coverage must be obtained directly from LTFRB-accredited providers integrated with the agency’s system.

This policy aligns with the directive of Transportation Secretary Giovanni Z. Lopez to address irregularities in TNVS operations and promote safer, compliant transportation options in Metro Manila.
