A Social Weather Stations survey reveals that only 30% of Filipinos reject the notion that individuals cannot influence the reduction of corruption, signaling persistent public skepticism about personal efficacy in combating corruption.
According to the Social Weather Stations (SWS) survey conducted nationwide in June 2026, only 30% of adult Filipinos disagreed with the statement, “A person like me cannot do anything to reduce corruption in the government.” Meanwhile, 52% agreed with it, and 17% remained undecided. This result yields a net disagreement score of -22, categorized by SWS as ‘moderately weak,’ indicating a prevalent sense of personal powerlessness against corruption.
The survey, involving face-to-face interviews with 1,200 respondents across Metro Manila, Balance Luzon, Visayas, and Mindanao, reflects little change compared to earlier readings in March 2026 which had a similar net disagreement of -23. Historically, personal efficacy against corruption has fluctuated between neutral and moderately weak since 2006, but 2026 marks the lowest public confidence in this regard.
Regional differences showed the Visayas with the highest net disagreement (-10, moderately weak), followed by Mindanao (-21), Balance Luzon (-23), and Metro Manila (-37, very weak). Educational background also influenced responses; those with non-elementary education showed a neutral net disagreement (-2), while college graduates had moderately weak disagreement (-14).
Notably, trust in the current National Administration’s efforts to eradicate graft significantly influenced perceptions. Among respondents dissatisfied with government anti-corruption performance (50%), net disagreement was moderately weak (-13), suggesting they were marginally more likely to believe in their ability to effect change. Conversely, those satisfied with government efforts (36%) showed very weak net disagreement (-37), possibly indicating feelings of resignation or helplessness.
SWS emphasized that the data reveals ongoing challenges in collective and personal engagement to combat corruption in the Philippines, highlighting a critical area for public policy and civil society initiatives aiming to empower citizens in governance reforms.
