President Ferdinand "Bongbong" Marcos Jr. has named former Albay governor Joey Salceda as the new head of the Presidential Legislative Liaison Office, marking his return to the Cabinet.
President Ferdinand “Bongbong” Marcos Jr. has officially appointed Joey Salceda, former governor of Albay and three-term House representative, as Secretary of the Presidential Legislative Liaison Office (PLLO). This appointment represents Salceda’s return to the executive branch following previous roles including economic adviser and Presidential Chief of Staff during the Arroyo administration in 2007. Salceda expressed gratitude for the trust bestowed upon him, emphasizing the importance of effectively using time and securing Congressional support to advance the President’s policy agenda. Salceda has a strong legislative background, having chaired key House committees like Appropriations, Ways and Means, Economic Affairs, and Trade and Industry. After an unsuccessful bid to reclaim the Albay governorship in 2025, Salceda accepted the challenge to reform and transform the PLLO into a genuine policy office reflecting the administration’s openness to new ideas, particularly encouraging young talent to contribute. A cum laude graduate in Management Engineering from Ateneo de Manila University and a USAID scholar, he also holds a Master in Business Management from the Asian Institute of Management.
