In response to increasing heat intensity, Iloilo City has introduced mandatory 30-minute breaks for traffic enforcers to mitigate the risk of heat stroke while working under the sun.
Iloilo City authorities have implemented a new policy providing a 30-minute ‘heat stroke break’ for traffic enforcers during their shifts. This initiative aims to protect officers from heat-related illnesses amid soaring temperatures. On April 17, 2026, the heat index in the city reached 41 degrees Celsius, categorized as extreme caution. Traffic enforcers are often exposed to the sun for prolonged periods while managing road safety and pedestrian traffic. The break allows them to rest in shaded areas and hydrate adequately to prevent heat stroke.
Traffic enforcers like Jayralph Enojado emphasize carrying water during their duties, ensuring they remain hydrated when working outdoors. Concurrently, concerns rise among farmers like Rogelio Gallentes who fear the onset of a “very strong El Niño” phenomenon could disrupt agriculture by July through September. This may force some workers to seek alternative employment, such as construction. PAGASA weather specialist Ferdinand Rubin notes that the Western Visayas region could experience significant impacts from a strong El Niño, particularly affecting water supply and the agriculture sector, with heightened intensity expected in the latter months of the year.
